The Juan de Fuca plate is subducting below the North American plate along the Oregon and Washington coast. This has a huge effect on the continental plate, and we can track its movement with GPS technology. Here is an animation to show what's happening at the plate boundary. Notice that the North American plate "sticks" to the Juan de Fuca plate. This causes energy to be stored up that will one day be released as an earthquake.
